Note: If you are unfamiliar with New Sport these details below will be confusing. It is recommended that you look at the musings first.
GENERAL:
There are many rules that will be added in future editions of this guide,
but at this time, only a basic outline is being presented.
More rules/details will be added in the future.
In the absence of a formal rule, it is suggested that the Teams Organizers
familiarize themselves with the Musings page.
If the wording or understanding of a rule (or lack of a rule) is presented, the
Teams are to make decisions in the "Spirit of the game" and not the "Letter of
the rule".
If some of the guidelines listed below are unable to be followed by the Teams
Organizers, they will need explain to ZPE why they are unable to follow them.
ZPE may give temporary permissions when a good enough reason is presented as to
why a Team is unable to follow the given guidelines.
At a later time, dates, deadlines, and uniformities will be specified. They
aren't needed at this point.
PLAYERS:
As with most games, it's the players goal to win the competition.
All participants of the States Team must have a primary residence inside of
the State of the Team they are participating in. They must reside there at least
[ 9 Months ] out of the year.
Due to the nature of "New Sport" it is difficult, in this guide, to tell the
players how to win the competition, because the structure and the rules are
different every season.
When seasonal arrangements are being created, the negotiations must also include
what statistics will be recorded for each player.
The individual player stats will be submitted to the official website with
the results from each official competition.
Players are chosen from the list of potential players, using a random number
generator.
Players may be considered for removal from future selections if they develop a
history of behavior that negatively affects the function of Competitions.
POTENTIALS:
Anyone who is interested possibly becoming a player of New Sport should
locate a Participation Group.

Organizers may set up locations for potential participants to express their
desire to join one of the State Teams, but Organizers must also check the forums
and groups on the Official Website.
All Potential Players are to be combined into a list that is shared between all
competing State Teams.
The list of Potentials is to be used for the creation of Teams using a Random
Number Generator.
ORGANIZERS:
In this section, the term "Organizers"
can refer to anyone within the Teams decision making structure of the team,
besides the Players.
Generally the Teams organizing structure starts with one [ 1 ] person who then
brings others into it.
Structures can take many creative forms, we won't limit those structures here.
Some functions between ZPE and State Teams may require some specific connection
points, the Organizers will establish these as required.
ZPE reserves the right to question, remove, or replace anyone within the State
Teams Organizational Structure.
In times when Organizers are unable to agree on negotiations, and the lack of
agreement may delay competitions, a 3rd party decision maker must be chosen.
Potential Player List Handling:
All Official Teams will have
access to the compiled List of Potentials Players.
The List of Potential players is to be used for team creation using a Random
Number Generator.
A maximum of 100 lists can be generated for consideration for Team selections.
After every 3 games, Teams are able to choose individual positions and replace
those positions using the Random Number Generator. [ 100 generations maximum
].
If the option to replace individual positions is taken, there is no maximum
number, but there is a minimum number of three [ 3 ] positions that must
be replaced.
Several Lists preparation to increase travel convenience for local locations may
be allowed
Competition:
The safety of the players must be considered.
Criminal Activity is not to be taken part in.
Requirements can not be created that both teams can not conform to, due to lack
of equipment or otherwise.
Each Team is to provide their own referee who is competent in the rules.
A method of settling disputes between disagreeing referees must be agreed upon.
The agreed upon rules of a Seasons Competition must specify how a State Team can
be considered the Definitive Winner of the Competition.
When multiple teams compete, a random number generator is to be used to
determine which players will be on each team during the competition.
It is the Organizers job to make sure that all competitive events are video
recorded and uploaded to a place online where others can watch it.
It is the Organizers job to record the agreed upon player statistics and submit
them to the main website along with the outcomes of Official Competitions.
The negotiated terms for Official Competitions will be recorded to the Public
Record, but Unofficial Competition matches may happen.
Results from Unofficial Competitions, including Player Stats, have no
consideration in the Official Record towards results that would determine Winner
of the Season.
STATE:
All participants of the States Team must have a primary residence inside of
the State of the Team they are participating in. They must reside there at least
[ 9 Months ] out of the year.
NATIONAL:
The Defending "Home" Team is only able to use Players from the State the
competition is taking place in.
The Invading "Visitor" Team is able to use Players from any State within its
Participating Territories.
